dc.description.abstractThis thesis main focus is Education Policy (EP) teaching in onsite Pedagogy courses in Brazilian Higher Education Institutions. From an ethic-onto-epistemological perspective based on Antonio Gramsci’s Philosophy of Praxis, we sought to identify the role of the Education Policy subject in the education of educators. The research qualitative-quantitative methodology involved: a) mapping and analyzing the curriculum of 128 EP and related subjects in onsite Pedagogy courses of 101 Brazilian public universities; b) applying a semi-structured questionnaire to 433 professors, out of which only 24 were answered and returned; and c) interviewing 10 professors of EP, 2 from each region of the country. Our results pointed out that: EP is regarded the same importance as the other subjects in teachers’ education curricula (both teaching and specific subjects) and EP can present a theoretical-practical and instrumental dimension towards a broad and critical understanding of the education reality and demands. However, some conditioning factors must be taken into account, as follows: a) the subject background and its link to the Structure and Functioning subject; and b) the education of teachers to work with this subject, their commitment with the field and EP as a political and scientific project. We concluded that when some factors are interrelated, they are essential in the EP teaching process in education undergraduate courses. This includes the following actions: a) the subject requires the type of curricular organization that allows future teachers and educators directly linked to Education Policies to analyze the policies proposed, understanding their role in this process and adopting a critical position in relation to them; b) teachers’ political and scientific education leading to their instrumentalization in the critical understanding of education policies; c) EP subject articulation with other subjects that enable the visualization of the EP materiality in the daily work of future educators; and, d) greater attention should be drawn to students’ perceptions regarding EP teaching and its meaning in their education process. EP is a vital subject in the education of future educators, so that they are able to analyze the policies proposed, understand their role regarding such policies and positioning themselves (critically) in relation to them. Thus, the subject must be taught bearing in mind the qualification profile required by the needs that the work routine will present to these future professionals.pt_BR
dc.description.resumoO objeto central desta Tese é o ensino da Política Educacional (PE) em cursos de Pedagogia presenciais nas Instituições de Ensino Superior (IES) públicas brasileiras. A partir de uma perspectiva ético-ontoepistemólogica alicerçada na Filosofia da Práxis de Antonio Gramsci, teve em vista responder qual é o espaço curricular e o papel da disciplina Política Educacional na formação de pedagogos e pedagogas. A metodologia quali-quantitativa da pesquisa envolveu: a) mapeamento e análise curricular de 128 disciplinas de PE e correlatas nos cursos presenciais de Pedagogia de 101 universidades públicas brasileiras; b) aplicação de questionário semiestruturado, enviado para 433 docentes, com o retorno de 24 respondentes; c) Entrevistas com 10 docentes da disciplina, sendo 2 de cada região do Brasil. Argumenta- se que disciplina Política Educacional: demanda espaço curricular e semelhante importância em relação às demais disciplinas dos currículos de formação de professores (disciplinas pedagógicas e disciplinas específicas) e pode assumir uma dimensão teórico-prática e instrumental para uma compreensão ampla e crítica da realidade e das demandas educacionais. Nesse sentido, faz-se necessário considerar uma série de condicionantes: a) a história da Disciplina e sua vinculação com a Estrutura e Funcionamento; b) o papel da Política Educacional na atualidade; e c) a formação do professor da disciplina, seu engajamento com o campo e com a Política Educacional como projeto político e científico. Em termos conclusivos, a pesquisa demonstrou que, inter-relacionados, alguns fatores são essenciais no processo de ensino da disciplina PE nos cursos de Pedagogia: a) a Disciplina necessita de uma organização curricular que permita aos futuros docentes e pedagogos, diretamente ligados a Políticas Educacionais, a análise das políticas propostas, compreendendo o seu papel diante destas e se posicionando criticamente frente a elas; b) a formação política e científica do professor para a sua instrumentalização na compreensão crítica das políticas educacionais; c) aproximação da disciplina PE com disciplinas que possibilitem a visualização da materialidade da Política Educacional no cotidiano de atuação dos futuros pedagogos e pedagogas; d) maior atenção à percepção dos discentes sobre o ensino da PE e seu significado em seu processo formativo. A disciplina PE é primordial na formação dos futuros pedagogos e pedagogas, para que estes consigam analisar as políticas propostas, compreender o seu papel diante de tais políticas e posicionar-se (criticamente) frente a elas, desta forma, a Disciplina deve estar próxima do perfil formativo exigido pelas necessidades que a realidade de atuação irá impor aos discentes em formação.pt_BR
